Oregon Professional Human Capital Leaders in Education Certification* (pHCLE)

In conjunction with the American Association of School Personnel Administrators (AASPA) and Battelle for Kids (BFK), Oregon School Personnel Association (OSPA) offers a highly recognized and regarded national HR certification program (pHCLE) with standards designed specifically for K-12 education.

The Professional Human Capital Leader in Education (pHCLE) certification program is rooted in new standards that human capital leaders should demonstrate mastery to:

  • Develop comprehensive human capital management systems (HCMS)
  • Manage key human capital decisions, in areas, such as workforce planning, recruitment, hiring, placement, compensation, promotion, and professional development
  • Balance strategic and transactional HR practices
  • Build a cohesive HCMS through branding and communication
  • Maximize the use of data for continuous improvement
  • Implement the new Every Student Succeeds Act (ESSA) and other state and federal policies impacting human capital in education

Certify.
The pHCLE certification exam is a proctored, online exam comprised of multiple-choice questions directly aligned to the Human Capital Leaders in Education Professional Standards. The cost for AASPA members is $275 and $295 for non-AASPA members.

Oregon Professional Educator Fair

The largest event of its kind in the Northwest, OPEF attracts qualified educator candidates from across the United States to the Oregon Convention Center in Portland for Oregon’s public school agencies and districts to recruit.  More than 1850 candidates and 230 agencies/districts participated in 2017. For two years running, agency registrations have sold out early due to OPEF’s space constraints at the Oregon Convention Center.

Oregon Educator Workforce Supply and Demand Summit

FREE event hosted by OSPA, Chief Education Office, Cosa and TSPC

OSPA is partnering with the Chief Education Office, COSA, TSPC, and other partners to host an Oregon Educator Workforce Supply and Demand Planning Summit.

The Summit will address the gaps between educators completing licensure programs and educator positions needed in Oregon.  What does it mean when candidates who complete their program are still looking to be hired while many districts continue to report unfilled positions?  Does it point to a need for more racially and linguistically diverse educators?  Geographic location?  Or high need content areas? 

Using a Socratic Seminar format, the Summit will actively involve school district recruiters, superintendents, community college leaders, and educator preparation deans and directors to discuss educator workforce needs, strategies, and recommendations. 

Please join us – small, large, rural, urban and remote districts – your participation is critical. This Summit will provide specific recommendations for policy and resource needs to inform the 2019 Legislative session.
