OSPA HrELP Course: Oregon pHCLE Certification

Oregon School Personnel Association (OSPA) offers Human Resources in Education Leadership Program (HrELP), a robust, five-course program to develop K-12 HR professionals in the area of communications, leadership and change management. 

Oregon Professional Human Capital Leaders in Education Certification* (pHCLE)
In conjunction with the American Association of School Personnel Administrators (AASPA) and Battelle for Kids (BFK), Oregon School Personnel Association (OSPA) offers a highly recognized and regarded national HR certification program (pHCLE) with standards designed specifically for K-12 education.

The Professional Human Capital Leader in Education (pHCLE) certification program is rooted in new standards that human capital leaders should demonstrate mastery to:

  • Develop comprehensive human capital management systems (HCMS)
  • Manage key human capital decisions, in areas, such as workforce planning, recruitment, hiring, placement, compensation, promotion, and professional development
  • Balance strategic and transactional HR practices
  • Build a cohesive HCMS through branding and communication
  • Maximize the use of data for continuous improvement
  • Implement the new Every Student Succeeds Act (ESSA) and other state and federal policies impacting human capital in education

This certification demonstrates that individuals have a:

  • High level of knowledge and skill in HR

    • Does anyone have an app they like (or one that they do not like) to be used for communication between school and home.  I'm asking with a coach in mind, but really it could be a question for any staff person wanting to send a message to a student.
    • Does anyone have any job descriptions they can share with me for extra duty/stipend jobs?  Some of mine include Coach (basketball, football, etc.), Chess Coach, Prom Advisor, etc.

    OSPA-TSPC-ODE Workshop

    • Salem Convention Center

    Speakers include new TSPC Executive Director, Monica Beane, new TSPC Deputy Director, Trent Danowski who will talk about professional practices and Elizabeth Keller who will provide an update on redesign and e-licensing.  All district TSPC contact evaluators will be on site and available for questions.  ODE will provide an ESSA update specific to teacher and administrator reporting requirements, evaluation requirements and the definition of certified teachers, specifically addressing special education and the discussion of “10 hours of mis-assigned.”  Information will also provided regarding the ESSA workgroups, their recommendations and the ensuing timelines associated with those recommendations.  In addition to TSPC and ODE, a FMLA/OFLA breakout session will also be provided.
